Countries in the Five-Tier Global USD Infrastructure

Citation APA (7th Edition) Pennings, A.J. (2026, Sep 30) Countries in The Five-Tier Global USD Infrastructure. apennings.com https://apennings.com/artificial-intelligence/countries-in-the-five-tier-global-usd-infrastructure/ Introduction Here I further develop the tiers of countries in the global USD infrastructure as an analytical framework rather than an official classification. The countries below are illustrative examples selected to fit the characteristics in my chart, […]

US Privilege or Global Benefit? The Future of the Dollar as the AI4D Financial Infrastructure

The USD is neither merely an instrument of American domination nor simply a neutral global utility. It is a mutually beneficial but politically asymmetric infrastructure. Its network effects generate substantial benefits for participants around the world, while its institutional structure gives the United States unusual capacity to restrict participation when geopolitical relationships break down.

BRICS in the USD-Tiered Global Economy

BRICS remains deeply integrated into the USD/Eurodollar system as both users and (in China’s case) major suppliers/recyclers of dollars. De-dollarization efforts have produced meaningful bilateral progress, especially with Russia, but have not displaced the dollar’s systemic role.

Reimagining the ICT-SDG Framework for the AI Era

Revisiting the foundational themes of the ICTs & SDGs 2016 report reveals how Artificial Intelligence for Development (AI4D) is reshaping the core pillars of sustainable development from its roots in computerization for development, and ICT4D.

The New ICT4D: AI, Stablecoins, and the Infrastructure of Global E-Commerce and Financial Liquidity

The central ICT4D question consequently changes. It is no longer how do we give developing countries access to AI? It asks, “How do we build the human and institutional capacity to turn global computational and financial connectivity into local productive capacity?”

Will “Ontology Velocity” Pick the AI Economy’s Winners?

More important are dynamic optimization engines. By recognizing that ontology velocity dictates long-term market leadership and structural margin expansion, long-term investors can identify mispriced platform assets before the broader market recognizes their compounding earnings power.

AI4D and Four Schools of American Foreign Policy

For leaders, technologists, and educators working in Technological Systems Management (TSM) and ICT4D, understanding this four-part dynamic is critical to understand the US’ foreign policy. Sustainable digital development cannot be achieved through naive technical optimism or abstract ethical declarations alone.

US Stablecoins Blockchain Networks: Techno-Fiefs or Hyper-Capitalist Rails?

Rather than mutually exclusive realities, these two frameworks describe the twin forces pulling at the contemporary computational economy. When digital platforms use proprietary algorithms to trap users, wall off infosystems, and extract rent from uncompensated data flows, they demonstrate the coercive power of the Techno-Feudal estate. Yet, when developers deploy open-source HTTP primitives like x402 and self-custodial digital dollar rails to dismantle the tollgates of correspondent banking, they unleash a Hyper-Capitalist dynamic that levels transaction costs and extends market access to previously excluded frontiers.
